The Urban Pacification Center is a facility that can be built in se4. It's purpose is to make the population in its system happier (only 1 facility per system effective). It is less effective than the Temporal Vacation Service, but unlike that facility it requires no special racial technologies. Any empire can build a UPC by researching Psychology and then Advanced Political Science. UPCs are handy for pacifying rioting planets, or keeping recently captured planets in line.
