I am not sure that is accurate. You can have multiple tech area requirements, which all play a role in determining component "level." I am not entirely certain how the "level" works, but I don't think it is related to the first requirement field. - Fyron 02:27, 8 August 2008 (EDT)

I'll research it more, but from all of my research and modding, I can set level only from the first Requirement. I'll get back to you on it. Fuzzical Logic
