Sys_Get_Number_Of_Ships_With_Order

This function only checks the first order for each ship.

Example: Use the function to see how many ships have the order to colonize a particular planet. If a ship is enroute, and has the order Move_To the planet, then the order to colonize that particular planet, it will not be counted (because the move_to order is first and only the first order is checked).
