This file enables the AI to determine what types of messages to send to another race based on their difference in game score, anger level and time.
Score Percent For Demanding Tone := 80 Score Percent To Pleading Tone := 120
The above values determine what tone to use when sending messages to other races based on the difference in game scores.
Score percent is the percentage of the target player's score to the AI's. So if the AI has a score of 10000, and the target race has a score of 15000, this percentage would be 150%.

Declare War Base Anger Level defines the amount of anger an AI must have to declare war on another race. The other values are modifiers. For example, in the default game, the AI must have an anger level of 80 to declare war on another race. But since the Declare War Anger Modifier Per Other Wars value is 15, the AI must have an anger level of 95 (80 + 15) to start a second war with another race. This is to prevent the AI from getting bogged down with wars on too many fronts.
