Leaky intel

Leaky intel is a modification of the standard SE4 intelligence system. Instead of counter-intelligence projects providing an absolute barrier against enemy intel operations until they are depleted of points (at which point they are useless), they function the same as intel sabotage projects do in stock, requiring a target empire and upon success destroying a random intel project of the target empire (which may or may not be directed against the empire running counter-intel).

Leaky intel is used in several mods, including Carrier Battles Mod and Gritty Economics.
