Some bugs require familiarity with the AI script language to fix. Even then, it can take a while to identify exactly where the code is tripping over. We can only give as many symptoms as possible to aid this. Sometimes it's even the fault of the programming language not being completed yet.

AI doesn't build enough ships or facilities

This is a problem with the purchasing system. At present, the AI only knows how to build 1 facility per turn and lets remaining construction go to waste. It also doesn't know how to build ships efficiently.

Fortunately, Fallen Haven has identified the cause and is working on it. Will require a new SE V public patch (v1.31+) to make full progress, but he has managed to get the AI to not waste construction like before (e.g. it can put more than 1 ship at a time in queue or couple a facility with a unit order).
