Overview
HomeworldStartingFacilities.txt is the file containing the starting structures every homeworld possesses. A homeworld is, specifically, any world you start with at the beginning of the game. This is, naturally, a rather important file as it sets the pace of the game. This file can, hence, be used to make your game easier, or more difficult, simply by changing which facilities you begin the game with.
For example, this:

Is a semi-typical, and highly important segment of the file. Note the names. Each of those represents 1 of that type of facility. Thus, we end up with: 4 Space Yards, possibly a Space Port, (there is a Racial Trait that renders the Space Port un-necessary. If you are using that trait, you will not have a space port.) 6 Research Centers, 2 Organics Farm Facilities, 3 Radioactives Extraction Facilities, and 3 Mineral Miner Facilities.
Why not 4 Mineral miners? Because of the section Percent Of Space To Use := 90 This means that, as soon as the contents of this list has filled 90% of a planet's available space, nothing more is added.

This is the All Tech version that I, Legalways use, and equals out production. Note the names. Each of those represents 1 of that type of facility. Thus, we end up with: 1 Space Yard, 1 Resupply Depot, 1 Space Port, (there is a Racial Trait that renders the Space Port un-necessary. If you are using that trait, you will not have a space port.) 1 Intelligence Center, 1 Cargo Facility (helps with unit production), 5 Organics Farm Facilities, 5 Radioactives Extraction Facilities, and 5 Mineral Miner Facilities.
The 15 Material Facilities equal out what was a top heavy mineral facility bias.
