Mega Evil Empire (SEIV)

The Mega-Evil Empire (MEE) concept is used to add on more challenge when a player gets a score way higher than that of second place player.
Whenever your score is way more than second-place player, all AIs will go against you, and no treaties will be accepted by the AIs. Human players may go against you as well, so be very careful.
This concept is controlled by the following lines in Settings.txt:
AI Uses Mega Evil Empire := True AI Mega Evil Empire Threshold Score Thousands := 500 AI Human Mega Evil Empire Score Percent := 170 AI Computer Mega Evil Empire Score Percent := 250
Note that the system is more forgiving on an AI than a human player. All other AIs will not go against the top AI player until its score is at least 250% that of second place player. A human player is declared as MEE when its score is at least 170% that of second place player. In both cases, top empire's score must be at least 500,000.
What contributes greatly is research, intelligence, and resources. Ships, tech levels, and bases also contribute to score.
